Fix modifier conflicts

Currently, the modifier allows you to assign buttons or axes to perform additional functions, but when it is pressed, the base functions on the same controls are not blocked. This causes a conflict: actions with and without the modifier trigger at the same time.

For example, I have cabin look assigned to the right stick with the modifier set to the lower D-pad button, while roll is also assigned to the right stick. When I press the modifier to look around, the plane simultaneously starts rolling.

I suggest that when the modifier is held, all base functions on the same controls should be temporarily blocked. This would prevent conflicts and make controls more convenient, especially on gamepads, where button options are limited
