The speed for exiting vehicles needs to be adjusted for open top vehicles. It takes the same amount of time to exit open top tanks as it is for climbing out the belly of enclosed tanks. Since it is simply the soldier hopping over the side…you shouldn’t need to max perk points out for this simple exit. Now that Japan has another open top tank it might be time to re-examine the exit times.
