Maybe it’s because you literally have to spend silver on weapons for everything (backpacks\grenade bags, ammo \ weapons\ pistols \ melee weapons (not a particularly important thing, but still)\ grenades (except smoke and thanks for that)), when silver for soldiers is required only to buy soldiers, at first it may not be enough, but in the end there is a surplus.
In general, I suggest adding at least some kind of exchange between silver and bronze.
SS - soldier silver, WS - weapon silver, SB - soldier bronze, WB - weapon bronze.

16 WB or SB = 1 SS.
1 WS = 8 WB or SB
1 SS = 16 WB or SB
2 WS = 1 SS
1 SS = 2 WS
Roughly as I suggest, the exchange should be equal to the amount of experience required. For example, 25,000 thousand is required for weapon silver, which is about 8 bronze for weapons (assuming that they = 3,000 experience).
Of course, in such games, some percentage is taken away, but this is for you comrades Gaijin and DF to think about it.
