Hey, maybe they should add a black and white filter to the game. I think GTAV had one.
And cameras. They should add cameras too, just because it would be cool and fun. Of course, pictures taken would be saved on your device.

i think he used photoshop with noise / png damage filter and hue & saturation and looks like a bit of contrast ( or blur ) towards the black parts ( otherwise normally would look grey ).
but i could be wrong.

Was playing around with (a lot of) contrast och exposure.
In some picture gaussian blur and in some motion blur. Like this:
The pictures with highly detailed faces I wanted to blur more. Like this:
Added a little noise in the end to all photos.
Some of them looks quite realistic tbh. Espacially the enviromental photos:

They all look out of focus, to be honest… Sometimes less is more

I think it adds to the realism, a lot of photography from those days is a bit grainy… And this filtering obscures stuff like facial features & sharp edges just enough that you can’t tell it’s 3d
