Do I need to say why?this makes most guns take an extra bullet to kill over range,and the soviet bias is already strong enough as it is.if you make it for all nations (which I dont suggest since EVERYONE is going to be using this stupid mechanic) then at least it wont be faction exclusive.I recommend for the body armour in game to be purely cosmetic,taking an extra hit most times is pure BS.
All armor effects should be removed, helmets included.
Or at least make them backpack item or something.

If it gives an unfair advantage than it must be removed.
Would make them worthless, a backpack or ammo pouch have infinitely more value then 10% damage reduction, removing the effect is easier then adding new items anyway.

But premium/event squads say they have armor so I don’t know if they can simply remove it.

The vitality perk is way more then enough, and honestly it should be nerfed, its too good compared to other perks in the vitality section.
They will still have them, only as cosmetic items instead.

Makes some guns, sometimes take an extra shot. I don’t necessarily see an issue with that. That said, I also don’t have an issue with it being an option for all factions
I think that the tendency to want everything to be perfectly balanced in a game leads to boring games.
Also, if you’re worried about cosmetics giving advantages; there’s nothing for it. It may be as simple as camouflage making it harder to see someone, but it’s always going to have an effect.
The idea that “cosmetic items” shouldn’t offer protection is not one I can get behind.
I’m not an MLGer, and I’d wager most people playing this game aren’t, either. I don’t think damage reduction amounting to a fraction of a whole number is really game breaking, and without having the relative win rates available to me; I would theorize they have little effect on win rates.
I honestly rarely even notice that enemies have body armor. TTK is quick enough where it is typically a minute factor IMO.
That being said we do have “Assault Engineers” now … though we still need DF to release Japan and USA’s versions.
I also agree that cosmetics should NOT have combat implications impacting things like damage, regardless of how noticeable it is.
So, I would remove these from the cosmetics section, or just make them actually just cosmetic.
I would then add these effects to only Assault Engineers or maybe a new “Commando” class or something within the tech tree that would just get these sorts of things. If they do this, it needs to be evenly distributed to not cause balance issues. Maybe Engineer III? can deploy an armor crate that adds armor to your team that grabs some.
USA did have flak vests, Japan had their Turtle armor thing (good lord the memes I could see with this).
Both Soviets and Germany also used plated armor to my knowledge. so it could be something to add as a function.
