Yes if you buy snipergrad and you have the premium the progression is speed up to (8x)

It does OP.

All premium advantages are present on Stalingrad.

And adds on top of Stalingrad pack.

The only collateral effect is, going back to usual grind pace in old campaigns makes you wanna cry.

Yes - 8x instead of 4x XP, you can take more squads into battle (although you can take plenty without in Stalingrad) and it unlocks the whole campaign - certain unlocks are premium only.
