You can use the academy to rank them up.
3 rank 1 soldiers go in, 1 rank 2 soldier comes back, the other 2 retire from the war.
Each trooper has a maximum level (shown by the total number of stars under their name). Eventually you can chew up three maxed (all gold stars) level troops to get one of the next level up in the academy, which you unlock at some point in the army progression. When you get new troopers they’ll be assigned a max star level randomly.
It’s important to note that in order to upgrade a troop you need to research an increased star level in the red skill tree.
Also to note is that the perks will reset and the troop will have 0 exp again.

Well, I made a tutorial about all tabs in menu, I think it will be helpful for you, but it has Russian voiceover and English subtitles, make sure you have enabled them

Higher rank soldiers get access to more and better perks - for example the +35% HP perk is exclusively for rank 5s and even then not all of them. Where a rank one might have 3-6 points in a stat rank 5s can go up to 18 I think, perks like more HP, +75% medpack usage and less horizontal recoil are very juicy.
It is especially noticeable on tankers and pilots, pilots get bigger detection radius and overall more control during overloads and tankers get access to veteran aiming perk which lets them adjust horizontal and vertical aim simultaneously faster than anybody else or quick reload when changing ammo types.
