The fundamental problem is not the capturing time
Why dev don’t consider the combat zone, size of objective, respawn point, and also more better game mode?
So the game is balanced after adjustment of capturing time?
Did they choose the location of objective by throwing dart?
I think they all of those factors. And I like it.
There was a news article some time about increasing the stuff to get cover on a map.
And another artivle about the dynamic approach to pick conquer location.
I am too lazy to search for them.

Capture time seems quite important as well. Has to do with distance traveled and how easy or hard it is to take back. If it is to hard or far away they increase the capture time until it feels good.
Previous the cap time was identical for every point which meant some points where gone way to easy or not able to be captured easely enough.
After they started changing the time it feels more balanced than before.
Its not everything, what you said counts as well but I would not dismiss changing capture as not important.
If the location of objective is reasonable, no problem.
But the objectives that seem to be selected by dart throwing, cap time adjustment is useless because the start was wrong.
What I want to say is cap time adjustment is just one of the post-adjustment, not a only way
They should consider and try other way to make game better, instead of adjusting cap time roughly.
