Different WEAPON PERKS to reduce prefomance gaps against counterparts

at current state every weapon have the same perks, it would be nice if perks are at the rate of reducing the differences between a weapon and its enemy counterpart improving the balance between them but without changing the nature of them, in other words perks like a balance factor to a certain degree.
lets take a ramdon example to understand better this idea:
different perks for mp-40 and m3a1 (grease) submachine guns at normandy campaing, at current state both of them have the same perks, rate of fire +15% and hit power +20%, but m3a1 have better hit power and lower fire rate than mp-40, it would be more balanced if m3a1 had +20% rate of fire and -+15% hit power as perks with the purpose of reduce the gap of this differences.
GAIJIN can adjust the percentage of each perk to reduce performance gaps without changing fact that m3a1 hits harder than mp 40 and mp 40 its faster than m3a1, in other words the the same differences between both will persist only to a lesser degree making game more balanced and perventing the meta of weapon over the other become to big.

so you want use only one weapon, with different shapes?

i think u miss to read this part of my post:

every weapon will still be different to its counterpart, just those differences will be smaller to prevent the meta of 1 weapon over the other become to big, the m40-m3a1 example its just ramdon as i said, maybe the difference on both are not to big at current state so maybe is not necessary to do it in this case, the idea apply when the difference its just to big to prevent a unfair powercreep meta.

Weapon upgrades being adjusted to compensate for the weaknesses of the gun relative to its counterparts?

I’d rather that stronger weapons be moved up the progression line instead of doing things in a roundabout way.

I would argue that alot of the games charm comes from the fact that different factions and weapons feel and play very differently

If we had not linear weapon upgrade, I would agree.
But currently we don’t have any choice how we want to upgrade our weapons so no.
