one of the 76ers is BR5, this one is BR4.

Most likely so that the USA has something in their BR 5 Tanks catagory.
That is most likely the same reason as to why the Chi nu is BR 4 aswell even if it is a worse BR 3 tank.

One have chassis of A1 sherman, second - A2 version.
there is big difference… one has 1 in its name and other has 2 
irrelevant buff to part of the armor that is penned by everything BR3+ to a tank that can be frontally penned by even BR2.

In the current state of the matchmaker there is really no fundamental difference between IV and V anyways. Hopefully that changes, but even with the suggested changes it kinda wont, as I don’t think people will want to play IV just for the chance of downtiers into III, but significantly better than what IV is now.

It is somewhat relevant for US faction because Pacific is locked to max BR4.
But that’s just small nitpick and you are overall right.
