Are there any plans to use silver for soldier customization?

I assume you mean soldier uniforms, as you can re-spec your soldiers’ perks using silver already.
I don’t think there are any plans to use silver for uniforms. But don’t quote me on that. 
However, appearance orders are relatively easy to come across though. These are like tickets you can use to change your soldier’s appearances for free. They’re generally given out during daily challenges, events, and battle pass levels.
