New players and run n gun gamers will (which makes up majority of playerbase) NEVER build any rallies, cover flanks, mark enemies etc…

Mm should distribute players also according to their engineering scores.
I disagree. In a way the majority of meat grinder players play an important role in the battle just as much as the more tactfully minded players
And I like the chaotic match maker system we have now, if anything the real issue is just putting all the human players together. Yeah sure sometimes you get SuperN00b Destroyer 420xD but even they add flavor to the match.

maybe buff the rally building speed as well?
When I was a newish player, I asked for a shorter building time for rally points , too.
Got answered that the current time is adequate considering the strategical importance of RP, and that I could (can) already speed up construction by using the faster building perk and with the help of more engineers.
With time, I eventually got used to the current building speed.
However, although I don’t mind building time anymore, and as much as it’s technically true that RP are the single most important building in order to win a match, their construction time could use a few seconds reduction.
First of all, staring at a progress bar has hardly ever been fun for anyone.
Second, despite there being a squad at player’s command, the building phase currently requires player’s active attention for all the time. More engineers in the squad (a rarity, outside of dedicated engi squads) can only speed up, but otherwise there’s no way for the player to order construction and then go fighting, while bots do the boring part of the job. (As most of you probably know, switching from hammer to gun stops bots from building.)
Moreover, building a rally in a meaningful, effective place takes more time than just the building process itself, since that implies reaching said place (which supposedly is not right at the frontline) and possibly adding further protections for the RP if it’s an open area (sandbags barrier).
Although this usually pays off later, the process can take one or two minutes of “inactivity” (= no pew pew), which in game terms is a considerable amount of time.
While I agree with your opinion, the quote emphasizes why fixing the late-join problem is more urgent. I regularly join games 1-2+ minutes after they have started.
I 100 % agree. Sometimes you loose… because idiots dont build the rallies, and sometimes you win - because idiots in enemy team do the same 
Nothing to change or improve here.
I don’t wish to be “Balanced” to a team that doesn’t build at all, just place every competent player in a single team and all the bad in the other side, no need for balance, let these dishonorable and selfish playstyles rot

Noobs, everybody have seen one, everybody have been one.
The game still doesn’t have a healthy enough population to impose a ranking system for players that would influence the match making process. The devs are still busy trying to tackle the problem of not having enough players online with events and the campaign merge. Anything that divide the playerbase further during match making can be seen as a negative for the current state, and current population of the game.
DarkFlow does recognize that people not building rally point is an issue that they’ve tried to address multiple time in the pass, for example:
- Increasing engineer score
- Making a video tutorial relating to rally point
- Making bots build rally point
- Changing the rally point to be the first item in the engineer pie menu
Without having some way to gauge a player’s performance and apply it as soft rule for match making, a seasoned player will often play with newer player. As the campaign merge is introducing weapons ranking, this at least guarantee the a player with high level gears have played many hours. The situation where seasoned players play with noobs might improve a little bit as weapon rank is not directly related to a player’s skill level.
all this could be solved with simple build order, you order your engi ai to build rally while you run towards the action.
and I’m not talking about ordering while being engineer myself as it’s currently possible. I’m talking about just like you can call arty strike while being anyone else in your squad
