For such a long time, people have been saying this tank being BR4 is strange, yet there’s been no response at all. I believe there must be a reason for this.

There’s no way you wouldn’t understand this suggestion, unless you really hate the countries that belonged to the Axis powers.
Id love to hear why 8% of people think it should remain at BR4 personally.
People see sherman has only 100mm pen in BR 3 and thus chi nu must be BR 4 or it would be unbalanced.
But since they never play with tanks or just hate tank players they never get to know the down sides the tank has which kinda justify the lower BR or the need for it.

Tank is literally worse than Pz.4H that sits at BR 3 for a long time now. Same over-BR-ing of Japan as in War Thunder
