you might not be able to use remaining two soldiers in tanker 2 squad because you need to level squad more and unlock more crew for it ?

Just to check, I can use the Chi Ha Kai only with the Tanker II Squad? I can´t use with my actual Squad. I really must reach level 23 to get the Tanker II Squad to see it in my inventory or I must obtain it in the Logistics, like the Besal? Because I can´t find it in my inventory.

Yes you can only use it with Tanker 2.
You can see the Chi-Ha Kai by clicking on the Tanker 1 vehicle in the main menu and expanding the accordion menu to see vehicle not available for the squad. You can find the event tank and check out its characteristic there.
