I have never seen such system you propose in any other game, have you?? I mean if it was such a good system, the CHAT system you mention, I am sure at least one other game would have it implemented already, DUH!
As things stand, I think you wish for too much and should be happy the game is in color and besides who has time for this CHAT system which surely would be abused as I don’t see it bringing anything new to the game, bots do not use CHAT systems as far as I know so I see no use for such advanced system as a CHAT system.

Combat arms, a game from 2008, had a option to whisper or clan chat.
All users would communicate even on diferent rooms /matches or servers.
Worked.
