Soldiers carry 1 spare mag and a few clips instead of all mags for their SVT or G.43.
New reloading mechanic priors using mag to reload but when they used up mags they need to reload by 2 clips. Ammo punch increases mag number and ammo box replenishes both. Use clips to reload when no less than 7 rounds in mag.
For example:
An SVT-38-carrying soldier got 4 spare mags for now, let’s change it to
2 spare mags, 4*5 bullet in clips.
3 mags, 20 clips with small ammo.
5 mags, 40 clips with large ammo.
(Idea based upon Gate of Hell infantry inventory, they got only 2 mags and quite a few clips for SVT and G.43)

In that case, Gewehr 43 and SVT 40 would have to be downtiered to BR III with the other variants.
