I can play Normandy campaign but cannot level my soldiers ? Any reason why?

Ah dang. Ok. So essentially you can grind for upgrades on Moscow or play Normandy and get nothing lol?
IMO Normandy is the better campaign by a longshot and thats why i play it

No Normandy. Its more fun but you can’t rank up your squads
normany is just temporary test
testing gameplay rather than the level up systems

Your progress would be wiped at the end of the week anyways

While having just one “specialized” unit in every squad (not counting engineers) is limiting, removal of progress from Normandy tests also allows us to test how ANY class of soldier performs in that environment without grinding our brains out. It is not really like our progress would be saved anyway, so grind aspect in Normandy would only limit everyone´s testing capabilities. (I guess that Moscow is intended to be test of progression system in general)
