Unlike National Socialism, Fascism does NOT involve racial differentiation so they committed very few war crimes, especially when compared to other units involved in anti-partizan warfare, the Blackshirts were rather gentlemanly and Blackshirt paramilitary is NOT recognised internationally as an extremist organisation so there should be no issues with adding them.
Though to be honest since the only real noticeable difference between “normal” Italian and Blackshirt units were the shirts they wore were different but the rest of the uniform was the same, (regulars wore green, blackshirts wore black) but that had changed after the Armistice when all Italian units switched to blackshirts so eventually, those uniforms will get added anyway.

I have no problem with the black shirts and there are various units such as the M armoured division (and its de-fascist successor Centauro 2) and the naval landing black shirts, the 12th legion with the Galenaic helmet, the Black Brigades, GNR , 1st “Mazzarini” Paratrooper Battalion etc…

As a sidenote - Japanese are not comparable to Italy in this sence, the NKVD, Morrocans and SS was at least involved in major battles. They shouldnt have been added but there is an argument to be made there. Your beloved unit 731, did not. So, it is not only the very worst of Japanese you want to add, its a group that did not even do major fighting. Its just dumb. The blackshirts are better in that sence, and would not nearly be that bad, but there are much better alternatives.

For the blackshirts, its just a fucking wierd request. If they want to include a specific weapon or tank that was mostly used by the blackshirt, I guess fine then add it, but why insist on them being added? Why insist everyone get a warcrime unit, that in this case represents their dumbass horrible ideas as well.
