The HE rounds are practically useless on the pacific. I know that the radius is dependent on the barrel size of the gun and stuff but I’ve shot into a group of 10 plus enemies and only gotten like 1 or 2 kills way too many times. The armoured vehicles straight up feel useless in that campaign to be completely blunt. The only useable seeming ones are really late in the campaign.
Aim for a direct hit on an infantry. Pick the guy in the middle.
Watch everyone die like chain lightning hit them.
HE is weak, because both tanks and shells are small. Just a matter of time for this to change though as many more tanks will be available in Pacific after the merge.

If it can be of any consolation, once you unlock something with a 75mm gun HE shells become mini nukes.
Imagine having HE shells.

In all seriousness I think they should make a better system of shrapnel more than anything else that may help a lot more than just increasing the area of damage

M8 Scott nukes everything in the Pacific. Just pull up in it and watch the entire Jap army desert. On Munda Point map, pull up in an M8 and get 30+ kills with one shot of HE on first objective.
Haven’t used HO I in a while but as far as I can remember its basically the same but with a slower reload.
The Light Tank and Stuart are basically just mobile MG bunkers, don’t expect much killing from the cannon. The Ha Go is just mobile free XP for the enemy, the Ke Ni is slightly better but still not that good. The water tank, idk, I unlocked it, tried to go into the water, got stuck on something and never used it again.
It’s not that the HE rounds need a buff.
It’s that apart from the end-campaign tanks, Pacific lacks larger caliber tank guns.
The game is pretty much:
Smaller than 20mm - direct hit only
30mm from planes - incredibly powerful somehow
45mm and 50mm - can kill people hitting right next to them but meh overall
75mm/76.2mm - splash damage exist, hitting directly to increase the effect
85mm/88mm - best gun for pretty much everything
Larger than 105mm - direct hit can nuke everything around it

You are correct. It’s also of no help that the AI crew prioritizes MG position over loader position, so you’re stuck with long reload time until you fill out the whole crew. Or you at least have 4 men and quit commander position switching to gunner.
What makes it good is that its gun FINALLY deals tangible splash damage, not only with HE but to some extent also with APHE. And it can easily wreck any current US vehicle in Pacific, while being able to tank some low calibre fire.
But it’s still a short 75mm with no HEAT, so should the US side get anything heavier than a Stuart or a Scott, the Ho-I will be struggling a lot.

Shermans, if they were to actually be introduced before the merge. And to a much lesser degree, basic ass Stuarts (not counting Scotts because they pop even from 75mm HEs).
