I am playing a game, my internet goes out, when I get back on later i have a notice of a SIX DAYT -20% EXP penalty for desertion!?!?!?!

you can get rid of penalties by going into custom match (no mods) and instantly leaving.

I am having far more fun playing in custom matches, mostly my own then I do with the general game mode. I can 100% choose my own map, 100% choose my own game mode, and 100% not get penalized if I have to leave, or if I lose internet or power. And in custom mode, MY BOTS BUILD RALLY POINTS!

You actually can leave 1 match for free since the new update. This means that you had to leave a game before

It’s only 20% - it’s literally nothing. You gain the same amount of rewards if you leave every losing match to get a winning one

The penalty is only for 2 matches

It can be completely omitted by playing custom games
