I’ll preface this suggestion by saying, Id rather see the Ki-21-IIb, however the best Ki-21 model on hand I believe is the Ic from WT. (Ki-21 Hei in WT)

A quick summary of its service history
- Entered service in 1938 as a fast bomber designed to be unescorted.
- Would see significant action in China to much success, though losses were non insignificant.
- Would continue frontline use going into WW2, though they would be quickly relegated to second line use until the later Ki-21-II’s would enter service. The later variants would slowly be phased out of frontline use except in kamikaze roles by 1943.
- They would continue service till the end of the war in various auxiliary uses such as transports, “gilders”, ASW, trainers, etc.

I actually don’t know what BR it should be. The bombload is BR IV, but the flight performance is awful.
I’ll just… Defer to the widsom of the crowd on this one… Or maybe, lets call in an expert:

My line of logic was, if BR3 can now have 4x 500lb (aka 250kg) bombs, it seems logical to me that an aircraft with worse flight characteristics, worse weapons and worse survivability would be fit for BR3 as well.

Fair enough, this thing would just be a worse A-20G (same bombload, same basic concept), with way worse flight preformance and way way worse defensive armaments… It wouldn’t exactly be fair to have them be the same BR.
Also… I don’t think the XA-38 is BR III worthy, it should go up…
I’d still like to hear from the expert though, see what he thinks.

The devs does not copy and paste the warthunder bombs so if it receives three 250kg bombs it could be BR3 and XA-38 is BR4 in my opinion so the comparison is not worth it

I agree completely, however considering that the devs have still taken no action on it, its very unlikely to change sadly.
That would be a nice intermediary step.

Well its BR III do to payload but its gonna be bad since it has no cannons no good performance and bad guns 
I mean the only way it can be a good addition is at BR3, so if BR3 demands a slightly smaller payload, thats fine by me.
Well its not only the payload to some planes you can give insane payload and they will be bad this is one of them no heavy machine guns no cannons really the only thing it has is the 4x250 kg bombs so its gonna be kind of OK for BR III but there is much better options. This one can be side option. The best options for BR III are Ki-102 Otsu and B7A2.

I mean imo, side grades should be the bread and butter of this game, I hate the one vehicle meta we have in some places.

yeah thats true there should be more options.
Probably BR 3 just because of its bombs.
But its one of those planes that would kind of suck a little cos it has no weapons and poor defensive guns. (Remember japan vs ussr event, su 2 vs BN25?..was a really shitty matchup)
