Much like most BR3 aircraft in the Soviet tech tree, the IL-2-37 is severely underpowered and outclassed by BR2 aircraft. It is slow, barely maneuverable, and has ordinance that is barely effective at BR3.
2 100kg bombs is not enough for an attacker aircraft, and the duel 37mm cannons are only effective against tanks. But due to the planes lumbering speed the cannons aren’t nearly as effective as the cannons of the Yak-9T or Yak-9K.
The simple solution is to move it to BR2, where it would still be outclassed by the Su-2.
For such a suggestion you would have to go more in-depth about the power of the bombs and guns, look at the enlisted recource. Maybe it’s the Su-2 and Il-2 (1941) that are OP for their class?

It is. A lot, even.
Ns37 cannon. Same broken shells as in WT. There’s nothing like it, it’s perfection.
Fun thing is the IL in Enlisted maintains perfect accuracy even with sustained fire.
Will even melt the king tiger (through it’s roof).
That’s not such an unlikely target considering planes generally tend to be higher up than a tank.

The Su-2 should be BR3, but the IL-2 1941 is pretty well done for BR2.
You can also go through Tiger II roofs with RBS-82s, which are on much more maneuvering platforms. The issue I have with the cannons is that they’re not necessarily better than bombs against tanks, and bombs can also be used against light targets while cannons cannot.
See it this way:
The cannons GARANTEE the tank you aim at, dies. you just have to point, and click, it’s that easy with NS37.
… Which leave the two 100kg free to deal with any infantry cluster you find. you don’t even need to use the bombs on tanks.
The only way to miss tanks with that plane is by being shot down…
Even in the video you sent the cannons weren’t a guaranteed kill, quite a few times it just knocks out crew and some components but still leaves the tank alive. Either that you drop your bombs and ensure its destruction because you can’t afford bleeding the energy and time to turn around to finish it with the cannons.
It’s not good against planes, it’s not very good against infantry, but it’s good against tanks. How is this plane good?
“alive” is a big word… If you look closely, almost every time Myr didn’t kill the tank outright, it was burning… fast (shown by the damage tick indicating crewmen were burning alive). If he waited a lil and saved his bombs, the tank would have exploded anyway.
and even if it does not, yes you have bombs. You CAN use them on tanks as well for good measure, or save them for infantry… But the fact remains a tank with 3/4 of it’s crew out and missing half it’s component is as good as dead. It’s out of commission. And that, is guaranteed.
It’s why is good 
Thankfully most (who took the time to vote, eh) of community agrees and as such, it will remain br3.

I accounted for the burning tanks, but all a tank needs to function is 2 crew. Plus an aircraft that’s only good against tanks is not a good aircraft, because any aircraft with a bomb can replicate its capabilities while performing better against enemy aircraft or infantry.
It’s an aircraft that can only perform well if an enemy team is spamming tanks, and even then there are planes that will deal with them more efficiently. It’s a one trick pony that’s outclassed at its own BR.
