Should i buy new bolt action rifles with silver orders or upgrade stock rifles?
Depends on which one you like. Personally went with the Mosin M91 instead of starting rifle. But that is mostly because I like the sights more. Remember that you get a free copy of every gun you unlock so try them out 
Some people swear by the wincester. It shoots fast on its own. but it is more expensive bolt-action to buy and upgrade.

if you like bolt actions, why not, i would tune vz.24 anytime, once upon a time you will get to semi auto rifles and you might now want to have the same weapon on every soldier anyway
I hate bolt actions but in moscow you get semi auto at lvl 21 and I’m only at lvl 6
then i guess you are gonna play assaulters and gunners for a while, are you encountering good games now or endgame is rather farming you ? im curious how it feels to be new in moscow nowadays
For me it’s ok always can’t get lower than 4 place on my team
When it comes to axis, those are actually worth it if you have nothing better.
Otherwise, depending on your tastes kar98 or vz24 are best ways to go (for me it is vz24, but both are very good weapons).
As for mosin 1907, those are absolute rubbish, I would swap them for literally anything else… m91 is especially worth the investment.

Pre war K98 is also good, with bayonet its like porn 
Pre-war kar98 is basically just a matter of sight preference, as the difference between the two is abysmal (aside from the sniper version with its atrocious damage falloff). All these weapons can also use bayonets, so ultimately pre-war kar98 is for people who want to play with kar98 but dislike its sights.
idk man i love that skin in real life it is beauty, unnecesarily expensive, walnut grip, but thats great about it , that someone put that amount of love creating quality item back in the day sights are rather well
its shame how its sniper version performes ingame, when allies plotted assasination on Hitler in Berchtesgaden Alps they chose the sniping from mountain opposite to his mansion, and they chose specifically Interwar Kar98 rifle with optics like this for the job, but plans of attempting failed
Get the better ones.
VZ24 for axis, for allies get the winchester.
Honestly, It feels way too overrated. The winchester is in a completely different league and the dragoon is also better.

As far as I know, you are not going to have Winchester at your disposal on such a low level.
For that reason, M91 does the job just fine.
As for dragoon, it is the same thing as vz24 vs kar.
Depends on your preference, both are good weapons.
In a few battles you’ll get it, so I don’t think 91/30 or dragoon is worth buying more than just for squad leaders.
Winchester has a great ROF, and its a nice upgrade from the Mosin carbine. its sights are not the best at long ranges. The M91 is fine, but i find i like the dragoon best because its sights are great for long distance.
