Is it possible to track the player base accuracy with the weapons at certain ranges and conditions (crouched, being shot at, explosion shaking, firing through concealment, ETC.) And their time to aim before firing a shot. And all this data is weapon dependent Then use all that data on the AI for the abilities to aim and fire? Right now I am suspecting this data is being manually inputted on a vague guess of what would work. Also when collecting this data I think the high-end “elite” or “hacker” levels of stats should be excluded so that outliers don’t dramatically make the ai too strong, or stronger than your average player. Regarding the outliers of poor performance keep them in, it will make the ai below average in skill so they are not equal to most players.

So, in other words you want the AI to never actually hit anything?

That shows how horrible the player base is at aiming…

If it is that horrible then we can remove the lower level outliers, and treat them like the higher levels. Then maybe they will hit every once in a while.
