i think he means the idea that some people keep saying about sharing campaign progress across the board? 
Germans have to grind Moscow and Normandy separately. There is no transfer of units from one front to another. I wouldn’t be against the transfer of units from one front to another, provided there are some rules. Maybe something along the line the unit transferred cannot be transferred back until a certain amount of time has elapsed say a week.
How this would for for allies? Soviet squads in normandy?
not campaign progress but maybe have the weapons/item go to a master stockpile for allies and axis. Tho I can see it might cause problems with americans just derping about with ppd’s on normandy and the like. Maybe refine it a bit with sides being locked to weapons they actually used.

another issue is with balancing of equipment since tunisia might have the tiger 1, so if that is the case then that player’s first time on normandy will be a much better than someone who just unlocked the stuart
yeah I was more intending it too be strictly for infantry equipment vehicles imho should still be campaign locked, but if I recall correctly the soviets did use springfields and lee enfield rifles as well as mosins so I could see those being something they could use
that’s due to lend lease while america didn’t really had much that they didn’t produce iirc
