I don’t know where you got your information, but from what I know the quality was very bad.
Quantity is quality in itself.
And very often it was the case that the same weapon produced in two different factories did not have compatible magazine wells.
The front sight and rear sight on mosin rifles varied from plant to plant. Huge factories and mass production of armaments in Russia were established under Stalin, not under Tsarism.
In order to maintain any part compatibility, we simplified production so much that the result is the PPSH43. Mosins were expensive to produce, and the versions made before the revolution were of much worse quality and jammed very often because the Russians did not pay attention to the quality of the parts made.

Actually the Mosin fails the simplicity test - that rail underneath the bolt is the main issue - it was a kludge to fix a problem.

Also - the Russians did allow looser tolerances in manufacture than other nations - this meant they could make more guns, and gave them a greater tolerance to getting “gummed up” and is another reason the gun feels different to others.
But that said all rifles are still precision pieces with much tighter tolerances than, say, your kitchen mixer!! They still have to be to cope with the stresses of shooting.
