Yes, instead of the circular progress bar make the character perform some action. Twisting a spanner when fixing an object, hitting with a hammer when building are some examples of having a character animation while waiting for the circular progress bar.
Speaking of progress bar, overheating of MG/HMG should be more noticeable from a distance via barrel glow or haze effect around the barrel while on a 12 seconds cool down. It would look cool and it visually broadcast the current state of a character or equipment to others, this would induce a more tactical gameplay from the extra information.

It’s my wet dream that bots, gun crews have reload animations, and that stationary machine guns have magazines and limited ammo.

Maybe not drum, but something that was really used was ammunition belts, usually 100 bullets.
For example, stations could have 5 such tapes and in addition there would be an animation of setting up a new one and reloading.
