Allow Non Tunisian Campaign Armies to use the Shovel

If you create a custom game and use the Tunisia campaign armies on the other maps, you can use the shovel to deform the terrain. That means that deformation has been added to all the campaigns.

Is it possible to allow other armies access to the shovel seeing as the feature works now.

This feature is coming to other campaign. obviously. Smoke barrage too. we just don’t know when.

when they fix it for other campaigns, have you never seen what happens if you use it in berlin?
