Allow every building to be built by the same rules as ammo box or rally

Currently new ammo boxes could be placed even if 3 are built already, it will just destroy old ones. Same with rallys. But for some reason the same rule doesn’t apply to the rest, preventing you to build sandbags on for example next point, because “but erhm, you already have sandbags on the old point we’ve just lost”. Or you can’t build a new cannon because old one is left somewhere back. Make it stop
