Because there isn’t much intelligence in the artificial intelligence.
I know they don’t want bots to be too smart and thus too good at killing players. But they could concentrate the bot responses to those that preserve the bot’s life. Have them take cover better. Have them go to ground more. Have them move through cover rather than out in the street. Things like that.
