I seem to remember an update that made AI engineers build rally points and AI radiomen call for arty on their own. What happend to that?

Nothing has changed. Bots still does that.
Seems like you are unable to recognize difference between casuals and bots if there is any problem for you.

Real people don´t really do that stuff often so that might be your problem.

Yep, exactly. Bots aren’t problem here.
It would be interesting to know how many of the actual players who don’t build rally points do that by choice, and how many instead are actually so new to the game that they haven’t even unlocked engineers yet.
We tend to assume that everyone is at least level 4, but perhaps the players turnover is so high that the percentage of super new players around at any given time is higher than we think.
Nothing happened to that:) And now AI builds more rallies further away from default spawn:)
