After enhancing the bomb, KI-83 still only has the strength of BR3

Compared to various models of German BF110 attacker aircraft, KI83 is clearly in a situation of lower actual strength and higher classification

Even though the KI-83 itself is a biplane heavy fighter ,due to some well-known reason it has classified as an attacker aircraft . KI-83 actual level is relatively weak compared to other countries .
It is far inferior to other countries in BR4 and weaker than other countries in BR3

30mm with speed of p38 and possibly 2 250 is not BR3. that sounds perfect for BRIV honestly as its step away from jet.

Assuming this might be translated? Have they changed the bomb?

Well if they dont change the bombs to 250 kg this plane has no place in BR IV. Unless its fighter plane.
