Please adjust the KV to level three, because if the KV is level four, its opponent will be the Panther, which is unfair. The 75mm artillery of the German level three is enough to destroy the KV, so level three is the most suitable level for KV.
And I hope the official can note that this is not a WT, any imbalance is devastating for this game.
Looking at it now, BR has too many issues and hopes to be resolved before going online.

Turn it into tier3 where it will fight only against PZ3 = PZ3 going to get obliterated
Keep it as tier4 where it will fight against Panthers = Kv-1 will get wrecked
Kv-1 is really hard to balance it should realistically only fight against Pz4 because Panther is superior in every single way and panzers 3 have poor armor and penetration.
This game is a massive sandbox with lots of vehicles of various types. And the KV did see service in tons of battles
In the games current state I love seeing all the various types of vehicles clashing together. Like seeing Stuarts, Shermans, (eventually Pershings), Hellcats, Jumbos, etc vs Pumas, Panzers, Tigers, Panthers. In Stalingrad I’ve had fun matches where throughout the battle I see T-70s, KVs, and T-34s
I don’t explicitly like the game being balanced 1 to 1. Like you’d only have a match with exact counters.
Every vehicle has its strengths, weaknesses, and roles to play. That’s why it’s nice to good to have various types in a match. And the system is balanced in that all it takes is for the enemy to destroy one vehicle for another to spawn
I think many players have thin skin if they get killed or blown up. It’s like some would say I shouldn’t play as the Ha-Go in the Pacific because Shermans will blow me up. Sometimes you’re the one blowing up others, sometimes you’re the one getting blown up
Plus there is the historical aspect. Everyone draws their lines differently. I think there’s nothing wrong with the KV-1 facing Panzer 3s because that’s exactly what happened.
