Add texture modding support to Enlisted

We already are able to modify any sound effect and music in the game, this community freedom should be expanded to the ingame textures as well. Warthunder itself supports community texture mods, so the framework for Enlisted to incorporate it is already there.

Texture modding support would allow more creative expression and engagement from dedicated community members.

While there is a possibility of people abusing texture mods to make bushes invisible or all soldiers neon colors, use paid skins for free, I believe this can be worked around. The Enlisted sandbox website, used to publish and create sound mods, should be the only way for community texture mods to be installed and used. If there is an abusive texture mod, then people may report it and have it taken down. This would allow the community to have their cake and eat it too.

Would be great, Im tired of swastika sensitivity in WW2 games
