Add Soviet vehicle with four Maxim machine guns

The Soviet BR II tech tree needs a vehicle armed with four Maxim machine guns. Currently, the machine guns mounted on Soviet jeeps fall short in terms of gun depression and firepower compared to those of other nations. A vehicle equipped with four Maxims actually existed in history, so this would not break historical accuracy. This vehicle could be useful for shooting down aircraft or suppressing infantry.
