Add a functional hull mg for panzer III M

As more and more tanks recieve their hull mgs, panzer III M not having one is starting to stick out like a sore thumb. Especially since it is a premium it would be much apricciated to have it updated as soon as possible. Just wanted to point it out so it does not stay overlooked much longer

And I would love to keep it that way until they actually fix the priority issues.
