I recently got this order, so what is this used for, and where can i exchange it? I just can’t find the option like weapon order or reinforcement.
Is it still WIP or am i just dumb?
You can use it to choose which of the 3 soldiers you send to the academy comes back in upgraded form.
It is useful for “feeding” soldiers of a class you don’t need to level up a class that you do need. Like in your case you have a billion snipers, so if you send 2 snipers and 1 engineer to the academy, you can use to order to ensure that it is the engineer that will be upgraded.

How do you get Training orders? I have one but have no idea how I got it. I want to make sure I can get more before I use it in case it is rare.
