I think the vehicle br should override weapon br if it is significantly higher than weapon br.
If you use average br you won’t meet starter tank in your king tiger as you said.
But did you think jumbo vs king tiger is balanced?
In the eyes of king tiger the jumbo is just a normal sherman.
It is not necessary to use high tier tank to exploit the br. You can use mid tier tank with good armor like sherman and t-34 to face low tier german tank with bad pen.
I like the point system, reminds me of how making a army for battle in Warhammer 40k is. If you wanna spam strong stuff you use more points.
A flat value BR is extremely annoying.
And honestly still the best balancing is historical/campaign based balancing, so we don’t see Tiger II vs T-60.
A point based system on the current campaign system with a play any button or a filter honestly would have been the best idea.
