Explosive bullet could work to put in game that be amazing
you already got HE shells in tanks
regarding rifle HE shells, those werent very effective apart from causing more pain, so they were both illegal and useless.
you got them on aircraft though, do those 7 mm machinegun bullets feel exposive though? no? well, some of bullets in the belt apparently are.
