It probably gonna go to BR4 because of the shear amount of bombs
I think for Br 4 it would be nice!
Since this variant of the He 111 isn’t in War Thunder, it’s unlikely to be added just for Enlisted. War Thunder does have 3 other variants that could work.
Comparisons to the XA-38 end at the bomb loadout. The XA-38 is definitely a BR4 plane, but all variants of the He 111 in WT lack ANY offensive armament and fly significantly worse. I think the He 111’s could work in BR3 with 4x250kg because they fly like a BR1 plane with a BR4 bomb loadout.
The Do 217 E-2 with 4x250kg would be a nice upgrade over the He 111 for BR4. I also think the Do 217 J-1 or N-1 could make a nice addition to BR3/4 with their unique 8x50kg bomb loadout and 4x20mm cannons.
Definitely want to see more bombers!
