Pe3 is kinda trash… you should probably be referencing the SU2 instead which is more of a light bomber with same payload of 6x 100kg but BR2… it should definitely be uptiered by this standard.
I dont think the He 111 would come even close to the XA.
While yes it would have 4 250kg bombs it would be just a JU 188 but with even less defencive capabilities. So unless you find one with decent offencive or even another gimick like the 75mm gun I dont think it will be even.
I think the XA38 is to low of a Br in that game for its load!
But there are other variants of the He 111 with much more Bomb load.

It would be completely busted. soviet 6x100kg at br2 is already exaggerated and can clean entire cap zones… the premium br5 Focke Wulf with 8x50kg can also do so even with tinier bombs…
I asked because it’s rare nowadays (well it’s 7 years old but eh) to see a game which actually respects history and acknowledge enemy forces existed and were fearsome. in this picture we see the real historical flag, and real historical division insignia.
And not some toned down censored farce like here. Didn’t think much of those were left today.
Would the BR 3 Ju 188 carry four 250kg bombs at the cost of speed? If that’s possible, it’d be fantastic.
