I absolutely agree for the most part. The only thing that stops me from saying it should be tech tree is worrying about HE spam. Though Japan has to put up with M8 rocket spam and HVAR all the time so maybe it might be fair.
Either way whatever option makes the playerbase happiest is the best choice 
Well I’ve managed to dig up this photo of a page out of an unidentified Japanese book that mentions the 9cm launcher. But nothing else so far
