The RoF adjuster existed on very early MG 34 prototypes, but was quickly dispensed of in actual production of the weapon. It’s so rare in fact that I can’t even find a picture of the device in question.
Sufficed to say, Ian points to the location being here on the trigger guard, if an MG 34 had one (this one of course doesn’t):

In other words, your source is near useless, because it’s describing features for a gun (MG 34 prototypes) that isn’t in the game, it’s not applicable information to the gun in game and likely still won’t be acceptable.
This is of course not mentioning the fact that the mechanism by which this adjustable RoF is achieved by is not even addressed by Ian in this video or associated article, nor what exact settings it would be capable of selecting to (and what rough RPMs each setting would have). This is not helpful either in your case.
Also leaving out that the method you want to lower the RoF of the MG 34 means… Adding a RoF selector which could make it shoot even higher (Ian mentions a mode for engaging air-targets, which requires greater than 900rpm)…? Great plan, sounds like a buff in my book, having not just two, but several selectable RoF options mid battle on the same gun.
Though, a “MG 34 Early” with RoF selector as a event reward would be interesting in the future, not going to lie. That would be a BR IV MG, with RoF settings for high (900, as that’s the top estimate, assuming no AA-mode) and low (600, I guess), maybe even a 3rd very-slow mode (ca 450), with of course semi-auto setting included on top.

In that image, you can see two variants of the MG34 that have a higher rate of fire to surpass the conventional MG34 and be better suited to its doctrine. I even made a post about it.
I’ll say it again: Make a new post with sources that have that low rate of fire where you can request the weapon as an event item, and that’s it.But don’t ask for a rate of fire reduction it shouldn’t have. Even the MG42 doesn’t have the 1500 it’s supposed to have when in the game it has 990.

That’s right, both the MG34/41(1200) and MG34S(1400-1700) have a higher rate of fire to exceed the 900 rounds per minute that were no longer sufficient for the Germans.

Does this book actually mention variants of the MG34? Not the early MG45 or MG42? Then I think we could even introduce a new version of the MG39 as an event weapon. If the base rate of fire is different, that alone makes the weapon distinct from the original—it could essentially become a new Weapon 2.0.
Actually, Декард suggested nerfing the rate of fire, but they couldn’t really provide solid evidence for it. It’s like those who pushed for nerfing the SVT38—they knew it had two loading methods but kept emphasizing “balance” as the reason to weaken it. In that case, Soviet players could also argue that, in the name of balance, German machine guns should be adjusted to match the average rate of fire of slower-firing machine guns at the same Battle Rating.
Instead, forums should serve as a platform for monitoring game content and providing constructive feedback — excluding bug reports, which belong elsewhere. Now, everyone is just obsessing over this one weapon, turning the atmosphere toxic. Those of us who actually propose new firearms, better game modes, and meaningful improvements are few and far between.
