What does “+2 Speed +4 vitality” means?

it means that the base stats of engineer 2’s have 4 more vitality and 2 more speed
here is the stats of a machinegunner 1
this soldier randomly rolled the stats 8-8-8. but since it is a machinegunner 1, it will add 3 points to weapon handling and will have the stats 8-8-11, as you can see in the picture

I’m fairly sure devs did also an update at one point to make these perk points actually give you advantage in game on each soldier, i think it’s 0.5% for each or something small (so vitality gives health, weapon handling is reload speed and speed is movement speed)
