See: Now, extra soldier's XP will not be kept to next rank! (rank=max levels/stars of the soldier)
I just confirmed today by rank up some soldiers with maximum levels. And after unlock the next rank, their soldier’s XP is all start at 0. So that means, game will not record any extra soldier’s XP after he reached maximum levels.
In the past, I believe you and me will all considering max out soldier’s level THEN to level up his rank due to the Academy’s mechanism.
Now, do it in reverse. Buy soldier’s next rank BEFORE he max out his levels.
Any extra XP is COMPLETELY gone. Not even for any retraining point. Or extra XP for rerolling a level!
That makes bronze soldier ticket even more insufficient… Rank up 5x rank 3, tier 2 soldier will cost you 90 bronze tickets…

I think you missed the more important implication.
To my understanding you can’t get e.g. +75% medpack usage speed on low level because you don’t have enough skill points for that initially. So better rank up some levels before starting XP gains, as this way afterwards with every level up you’ll have the possibility to get this perk. If you start leveling up traditionally 1 by 1, maybe only on the last 2 ranks will you have enough skill points for it, if you weren’t forced to spend them on something using the same type of skills.
I’m unsure whether level 5 is necessary though, for retraining costs maybe replacing perks at level 4 would be less costly if game allows it.
this only depends if you are interested in tier 2 or 3 soldier perks, I don’t care so I use tier 1 soldier, and move them in other tier 2/3 squad only for wapons perk i want and I think is same for many other

For retraining purpose, that’s another topic. But the common one is if you have unfilled levels with XP, that extra XP will help a little. Also you should decide which perks you want, so to get it in lower levels.
Emm, I dont think you have understand this thread… This is not tier related things. It’s rank and levels and XP.
in fact I did not understand if it is not for the cost of the orders you could re-explain it in a simpler way

I’m unsure whether you understood my comment the way I wished, so here’s a more detailed example.
If you have a soldier with 7 speed skill points, you will surely not see there the +75% medkit usage because of missing 1 point.
Instead on level up you may get unlucky and be given the option to spend 5, 6 or 7 points on three perks all targeting the speed skill (like +40% jump height, +10% run speed, +100% climbing speed). So you either replace them for 35 gold or will have to use up the speed points on something you did not wish, and then when you get the extra skill point for increasing the number of stars, you may not have enough speed skill points for medkit - again.
Instead of that, if you max the stars first, right at the first level up there is a possibility to get the +75% medkit as I understand it currently. This is more important for me than the lost XP, because if I need to play 4->5->4->5 several times to get this perk, that’s much more XP than those lost XPs on leveling up.

The thing is “Level” is not “Rank” or max stars.
Level is the solid star of that soldier. Rank is the max or the total stars of that soldier.
The thing is, to get more rank or total stars first, then to level up the levels. Thus you can get the perk you want at lower levels, where refreshing perks need less XP.
Also this is not what this post tend to imply. I want to notice here, you can not keep any extra XP like before if you want to retrain or prepare for the next rank.
