Why we cant use binoculers while shooting with ke ni?

Ke Ni didn’t have a dedicated commander, The one who can look out of the hatch is the gunner. He can’t fire the tank armaments while looking out of the hatch.

The real question is why can’t I use the binoculars as the commander in the M10
