Idk what to tell you. As someone who drove the IV E way too much when I unlocked it, T-28’s were my #1 cause of tank death (this was pre T-50 golden order) and it was always a shot through the turret. Aim to the left or right (I can’t see wtf you are aiming at in your pic). If you hit the gun, then yeah you’re not going to pen and sometimes it wont break the gun because wonky models. But a shot to the left or right turret cheek (with any tank above the T-60) will result in the Commander/Gunner/Loader all dying leaving a Driver/Radio which will then have to try to swap positions.
Few extra tips: if your tank is not maxed, there is a good chance the shell does not go exactly where you are aiming (especially for the lobbed shells) at range. So you might require a couple shots. Try to never engage out in the open. Peak out, aim, shoot, then scoot back behind hard cover and either wait until they shoot at infantry, or approach from a different direction. I promise you a T-28 can mess up IV Es. But if you rush your shot or get unlucky and the IV E lives and aims, the shot is going through your turret cheek and will kill you.
