60 RPM less is unnoticeable, it is also desirable since a RoF higher then 800 is just wasteful.
Event reward items are never fully starred by default, there is no need to upgrade anything, only soldiers need to be upgraded

Your question is pointless by game balance, the magazine design could use a different spring altering the RoF on the gun, nothing out of the ordinary, especially for a prototype magazine.

The relationship with the rate of fire can’t be said to be minimal, can it, only to be said to have no effect at all, the only case where the spring force would have an effect is the reset spring behind the receiver component, how could a greater spring force in the magazine affect the rate of reciprocating motion of the receiver itself?

If you design a gun that changes the rof just by changing the magazine, you should apply for a patent.
