Why liu rifle squad can't change the backpack and can't have five star

I’ve notice that liu rifle squad can only equip their “special” 3 slot medium backpack
And 4 star is their “maxium” level so they got 15 less perk point than rifleman I can possible be

Think this is a bug than a feature
