Why is there a BR II rifle in the tier 3 section of the japanese tech tree?

Not sure if this is the right place but yeah i was looking at the japanese tech tree and noticed that the Rifle type Hei is placed on the tier 3 but it’s br rating is 2?

… for whatever reason.

The type hei was BR3 and Tier 3, but it get downgraded to BR2 for balance, honestly i agree With OP BR changes should be reflected in the tier and progression research to

Tier means nothing, only BR means something, guide yourself on that.

The tier seems to represents the cost to buy and upgrade a weapon or vehicle.

Yeah, there is hardly any valid reason to go back to a BR2 gun after you unlocked BR3s.
At least i think they should switch placement in the tech tree, so that you research all BR2’s, before you research any BR3s, regardless of Tier. (Beretta M1 / MP 40 ect.)
